An HR Checklist for Reviewing Submitted PDF Documents
An HR document check should produce a clear administrative result: the required file is readable and complete, a specific discrepancy needs clarification, or the record needs confirmation through an authorized source. Technical PDF indicators should support that workflow without becoming a judgment about a person's honesty.
This guide covers document handling and review. The organization should use its established requirements and decision process for the role; the PDF check should not invent new eligibility criteria or collect unrelated personal information.
Define the same intake checks for the same task
Before opening a submission, identify which document was requested and which fields are relevant. A qualification certificate and an employment confirmation letter serve different purposes. Reviewers should not apply an improvised “suspicion score” to both.
Use a consistent first pass: correct document type, readable pages, complete package, intended version, and relevant reference information. Record exceptions as concrete deficiencies such as “reverse side absent” or “date unreadable.”
Avoid drawing conclusions from a person's name, nationality, photograph, or other unrelated characteristics. The technical task concerns the received file and the specific information your established process needs.
Keep the received file and the review record separate
Save the original attachment without editing it. Make a working copy if you need to annotate a question. Store both in the approved location, with access limited to the responsible team.
Use an internal document reference in discussion rather than repeatedly attaching the full file to messages. A review note can identify page two and the relevant field without reproducing the person's full record.
For several submissions, use a PDF batch log. A status such as “awaiting complete file” is more useful than an unexplained red flag. Make sure each unresolved issue has an owner and a next step.
Inspect readability and document continuity
Count pages and check references to attachments, legends, or reverse sides. Read the fields needed for the task at a practical zoom. If a scan is too blurred to distinguish a character, record that limitation and request a clearer source.
Do not assume that selectable text is more trustworthy than an image. Equally, a scanned page is not inherently false. Match your reading method to the file and verify important copied values against what is visible.

Turn technical findings into bounded questions

A later export date, missing metadata, or unfamiliar software name should not trigger an adverse conclusion by itself. Ask whether the finding relates to a field that matters and whether an ordinary export, scan, or version change could explain it.
If the file contains a visible signature, distinguish its appearance from cryptographic validation. A signature image can be part of the page design. An appropriate signature validator is needed for a certificate-based signature, and that check still does not replace the required source confirmation.
Request clarification in plain language
Describe the obstacle and the requested remedy. “The final page appears to be missing; please send the complete PDF from the issuing system” is specific and actionable. “Your document failed our check” is vague and can imply a conclusion the technical review never established.
Use the neutral request guide when a better source is needed. If the question concerns a qualification, use the organization's authorized issuer-verification route and any permission the route requires. Do not contact unrelated acquaintances or infer facts from personal social profiles.
Give the submitting person a clear way to identify the intended version. If a replacement arrives, preserve the old record and link the new file to it. Recheck the relevant fields rather than assuming the replacement resolves everything.
A fictional example: inconsistent document versions
An HR coordinator receives a two-page confirmation letter. The first page refers to an appendix, but the second page is a cover message. The PDF metadata also has a recent date. The coordinator records the missing appendix as the actionable issue and does not treat the date as evidence of fabrication.
The sender supplies the complete export. The coordinator checks page continuity, records the replacement, and routes any necessary employment confirmation through the established process. The outcome concerns a completed document package, not a claim about the sender's intentions.
Leave a usable handover
Close with the file reference, checks performed, material questions, and supporting response. The review report template helps separate observations from interpretations.
A good HR intake record can say “readability and completeness checked; issuer confirmation outstanding.” That gives colleagues an accurate next step and keeps technical uncertainty from silently becoming a personnel decision.
